Joseph is a North Carolina native who has be en active in the enhancement of emergency medical care for the past 40 year s. As a proven leader and innovative problem solver\, Joseph has used his r elationship with providers\, physicians\, and regulators to challenge the c onventional ways and ask\, “why not.” Joseph possesses unique talents to in tegrate information\, educational objectives\, and data services to help fr ame the needs and trends in the NC Emergency Medical Services system. Josep h is the Executive Director of the Wake EMS Foundation\, Inc. A 501(c)3 non profit focused on historical\, educational and research objectives of the W ake EMS System. He manages the foundation functions and coordinates with th e Board of Directors.
Chief Zalkin is the Project Lead for the NC Con sortium Against Responder Violence (CARVNC). The State of NC using a grant from The Duke Endowment\, have established awareness and reporting of viole nce events\, best practice and identified further research and resources to reduce these events.
In 2016\, after a deliberate and wanton attack of a Wake County EMS Paramedic. Joseph assembled a multidisciplinary team t o Survey responders statewide as to the frequency and degree of violence in the workplace. The portal (www.carvnc.com) collects reports of violence\, both actual and near-miss events in anonymous and named cases.
This y ear Joseph presented\, co-investigators\, to the National EMSToday Conferen ce on the project and additional objectives.
Joseph is a 1981 graduat e of the nation’s first ems baccalaureate program at Western Carolina. Jose ph holds a certificate from UNC’s School of Government in County and Munici pal Administration and is an adjunct clinical instructor for the UNC School of Medicine\, Department of Emergency Medicine\, EMS Fellowship Program.
